Recession to fuel growth in clubs?

With councils skint and no-one that keen to give them much of their hard earned cash are new venues to be given a boost? Reading the following story:

Its the usual religion vs strip industry thing but the interesting this is right at the end:

'Sefton will earn £1206 for granting a licence with another £1206 from licence renewals.'

I could see some more clubs on that basis. It is interesting to note that the UKs council with biggest money problems (Aberdeen) has a huge number of clubs for such a small town. Is anyone else aware of skint councils with a high proportion of clubs?

In any case, with over a grand up for grabs for every new venue and renewal hopefully we will see quite a few new venues!
